SLSA Rules and Event Guidelines.

Chapter 2
Event Guidelines

This section includes the Sirocco Class approved guidelines for racing and free-sailing events.

Use these guidelines as a framework for organizing club events and regattas. Make any additions to meet the requirements of your specific sailing area. Specifics of course set-up and Class sailing rules are located in chapters three and four of this document.

1.        If the event is on private property, be sure you have the property owner’s permission BEFORE accessing the sailing area. Provide proof of insurance before sailing.

2.        Secure the area in which you will be sailing with cones, tape, or other barriers. Considerations include:

§         Traffic (both driving lanes and wandering traffic)

§         Parked cars

§         Pedestrians

§         Onlookers

3.        Inspect the sailing area for obstacles and hazards, including mud, low areas, potholes, puddles, drains, etc.  Mark any hazards, especially those that are difficult to see. Remove any debris.

4.        Designate and mark a “no sail” neutral zone for non-sailing vehicles and onlookers. If possible, place this zone away from any sailing areas.

5.        Separate racing and free-sail areas into two separate spaces, or split the timing for these events.

§         If you will be racing, set up cones or other course markers.

§         If you will be free-sailing, establish a traffic pattern for participants.

6.        Clean and restore the sailing area after the event.

Designate one sailor as operations manager. Larger events may also require several “wardens” to assist the manager with the event. At a minimum, the operations manager is responsible for these tasks:

§         Ensure the course area is properly set up.

§         Set an upper wind speed for reefing requirements.

§         Determine the penalties for violating course traffic, safety, and equipment rules.

§         Check out all new pilots before allowing them to participate in an event.

§         Inspect each pilot’s land sailer to make sure it is maintained and safe to operate. Check for tire wear and brake function. Make sure all pins and rings are in place. Refer to the User’s Manual for a complete list of recommended maintenance.

§         Ensure each pilot wears a fastened DOT-approved crash helmet and closed shoes while on the course.

§         Conduct a pilot’s meeting before the event to discuss course conditions (including obstacles and hazards), wind speed restrictions, and safety rules. Be sure all pilots have a thorough understanding of the course before starting the event.

New pilots must pass a proficiency test before being allowed to sail and or race. Until they prove their sailing skills, restrict new pilot activity to specific time periods or designated areas. The test shall include showing proficiency in the following skills, as well as a working knowledge of right-of-way and safety rules:

§         Tacking and gybing

§         Starting and stopping (both brake and sail)

§         Parking

§         Ability to maintain control while flying a wheel

§         Wind speed ability

§         Understanding of right away and course rules

Each pilot’s land sailer must be inspected prior to an event to make sure it is maintained and safe to operate. Check for tire wear and brake function. Make sure all pins and rings are in place. Refer to the User’s Manual for a complete list of recommended maintenance.

All pilots must wear a fastened DOT approved crash helmet and closed shoes while on the course.

Chapter 3
Class Rules

These rules are established to promote fair, safe racing and sailing of the Sirocco Land Sailer. In addition, they also aim to maintain the Sirocco as a strict one-design when used for racing.

These rules are to be used in conjunction with the Federation International  of Sailing and Land Yachting  (FISLY) rules of land sailing.

2.    Terms used in these rules

For the purpose of these rules the term “manufacturer” refers to Wind Line International or any builder licensed as an official builder for the Sirocco.

This section provides rules for all components used in the Sirocco. Alteration from the class rules may disallow a competitor from competing in a class-sanctioned event and could incur a penalty. Alteration may also void the factory warranty.

Frame components

3.1       The builder shall provide the Sirocco frame, suspension, brakes, spars, and sail. No modifications except those specifically allowed in these rules shall be made.

3.2       The structure of the frame (including mast tripod, axle, and front fork) shall not be modified. Repairs may be made to keep a frame up to the original strength; extra reinforcing may not be added.

3.3       Parts may be replaced due to wear or damage.

3.4       Compass, speedometer, or GPS mounting hardware is allowed.

3.5       A seat belt may be added.

3.6       An extra turning block may be added to the mast frame support for the purpose of changing the sheeting path.

3.7       All pins and rings must be the same size and diameter as the OEM equipment.

3.8  *     Quick release pins are allowed.  The main frame pins must have a positive lock.

Spars and sails

Spars

3.9       The Sirocco spars may not be altered with these exceptions:

§    *     Boom blocks may be of any type of manufacture.

§         Additional blocks can be added to allow extra purchase of the mainsheet.

§         Outhaul and cunningham cleats may be of any type or manufacture.

Mainsheet

3.10    The mainsheet can be of any length and rope material.

3.11    Except in the case of physical disability, no mainsheet cleat or restraining device of any kind may be used on the mainsheet.

3.12    An extra block may be added to the mast support bar to change the sheeting angle.  The block may be a ratchet type block if desired.

Outhaul and cunningham

3.12    The outhaul and cunningham can be of any length and rope material.

3.13    The cunningham must be a single piece of line running from the gooseneck to the cleat.

3.14    The outhaul must be a single piece of line running from the sail clew to the cleat.

3.15    Blocks may  be added to increase purchase on the outhaul or cunningham.

 Bridle

3.16    The bridle can be of any length and rope material.

3.17    The bridle cannot be adjusted during the course of an individual race, and may only be adjusted before an individual race begins.

3.18 *   The bridle block may be changed.

3.19   *    2 Bridles may be attached to facilitate changing from a fixed to running block.

Boom loop

3.19    The boom loop can be of any length and rope material.

3.20    The boom loop must be used specifically to help keep the sail clew secured to the boom.

3.21    Clips of any type may be used in place of a knot.

Sails

3.22    Sails may not be altered in any way, with the exception of repair and addition of a window. Re-cutting is expressively prohibited.

3.23    The  battens need not be original OEM.  They may be of any thickness, hardness, weight, or material.

3.24    Battens may be tapered.

3.25    Advertising may be displayed in the lower two sail panels.

3.26    Sail numbers are assigned to each frame and must be used.

§          Sail numbers must be a minimum of 8 inches and a maximum of 10 inches tall.

§         All numbers must be of the same size and of a contrasting color.

§         Sail numbers must be firmly attached to both sides of the sail.

§         Sail numbers must be attached in the designated portion of the sail.

Wind, speed, and directional assistance

3.26    A mechanical wind indicator may be added to the mast. Electronic wind instruments are prohibited.

3.27    Tell tales may be added to any part of the sail.

3.28    A compass may be used.

3.29    A speedometer may be used.

3.30    A GPS or equivalent may used.

Wheels, tires, bearings, and axle

3.31    Wheels must be OEM.

3.32    Wheels must use sealed ball bearings and conform to the original OEM design. No composite or roller bearings may be used.

3.33    Tires may use any type of tread. Four ply or greater is recommended.

3.34    Tires may be no larger than <?????>

3.35    Axles may only be of solid steel construction. The axle must use ¾-inch steel bar on the back and a ¾-inch steel bolt or bar on the front.

Suspension

3.36    Rear wheels and their suspension components may be aligned.

3.37    The builder must supply suspension components and struts used on the Sirocco FS as OEM equipment.

Steering and brake

3.38    The steering and brake may not be altered with these exceptions:

§         Padding may be added to the footbar to enhance grip.

§         Footbar end caps may be changed to enhance grip.

§         The front fork spring in the Sirocco FS can be changed to any desired spring type or rating.

§         The brake cable intermediate attachment clip may be moved to a different location on the frame or changed to a different material.

3.39    The brake must be attached and fully functional at all times.

3.40    The brake must use OEM components and replacement parts.
